Changi Airport Group award substructure contract

Changi Airport Group (CAG) has announced the award of contracts for substructure and airside infrastructure works at Changi Airport’s Terminal 5 (T5).

CE site planThe substructure contract has been awarded to a joint venture between China Communications Construction Company Limited (Singapore Branch) (CCCC) and Obayashi Singapore Pte Ltd.

It comprises the construction of the foundation and basements of the T5 main passenger terminal and ground transportation centre, as well as a portion of the tunnels linking T5 and Terminal 2 (T2). The substructure site covers about 140 hectares with a basement depth of up to 28m.

A separate contract has also been awarded to Hwa Seng Builder Pte Ltd for airside infrastructure works. The works include the development of remote aircraft stands, connecting taxilanes and ancillary support buildings.

These contracts are valued at about S$3.8 billion and S$950 million respectively.

Mr Ong Chee Chiau, CAG’s Managing Director for Changi East said, “The appointments of the contractors for substructure construction and airfield works bring us closer to the start of T5’s construction. With a planned capacity of 50 million passengers annually, T5 represents one of the most complex construction projects in Singapore. Both CCCC and Obayashi Singapore bring a wealth of experience in civil engineering, construction and project management, with a strong track record in delivering large-scale infrastructure projects both in Singapore and internationally.

“Hwa Seng Builder brings valuable local expertise and deep familiarity with Changi Airport, built through the successful delivery of various past projects. Together with our partners, we will ensure that the high standards which define Changi Airport can be replicated or even surpassed in the development works of T5.”

T5 is part of the larger Changi East development that includes Changi Airport’s third runway, as well as cargo complexes and other supporting aviation and ground transport infrastructure. The construction of T5 will start in the first half of 2025, and is expected to be completed in the mid-2030s.
