Infrastructure Ontario and Metrolinx invite companies to submit bids for Finch West LRT project

Canada’s Infrastructure Ontario (IO) and Toronto public transport agency Metrolinx have issued requests for proposals to three consortia shortlisted to design, build, finance and maintain the Finch West light rail transit (LRT) project.

The shortlisted consortia include Humber Valley Transit Partners, Mosaic Transit Group and FACT Partners.

Scope of work under the project will include construction of new 11km, dedicated light rail transit between Humber College and the new Finch West Subway Station on the Toronto-York Spadina subway extension.

The line will have 16 intermediate stops at ground level, a below-grade terminus stop at Humber College and an underground interchange station at the TTC’s Finch West subway station.

Preliminary construction works under the project are expected to begin this year and major works would start next year, with completion planned for 2021.

The teams were selected based on criteria identified in the request for qualifications process that began last September.

The Humber Valley Transit Partners consortium is comprised SNC-Lavalin, Graham, SNC-Lavalin, ACI, and National Bank, Scotia Capital, the Mosaic Transit Group includes ACS, Aecon, CRH, and RBC Capital Markets, while FACT Partners is comprised EllisDon, Bechtel, Herzog Transit and EllisDon Capital.

The teams will now prepare proposals that will detail how they will design, build and finance the project, as well as how they will maintain the LRT system for a 30-year period.
