Femern A/S has prequalified nine large contractor consortia to submit tenders for the four major construction contracts for the 18km long Immersed Tube fixed link across the Fehmarnbelt. All the consortia that applied have proved strong enough to be allowed to bid for the US$7bn (2008 prices) project. The four contracts are: 1) tunnel north, 2) tunnel south, 3) portals and ramps and 4) dredging and land reclamation. Between three and five consortia are prequalified to tender for each of the four contracts.
The selection of the contractors is a long and detailed process. All applicants were carefully considered to ensure that they meet the stipulated financial requirements, that they have delivered comprehensive application material and intend to make the necessary guarantees and, not least, have the technical and managerial expertise that Femern A/S requires. All applicants meet the minimum requirements to participate in the tender phase.
”We’re very satisfied with the outcome. These are strong consortia and we’re convinced that they will all be able to take on the task. We therefore anticipate healthy competition with regard to methods, innovation and price,” says Technical Director at Femern A/S Steen Lykke.
During 2013, the prequalified consortia will be sent the extensive tender material and Femern A/S expects to receive the preliminary bids during 2014. Femern A/S will subsequently evaluate the bids and initiate a so-called competitive dialogue on a number of items, such as working and accommodation conditions, apprenticeships, site layout and other technical aspects.
Femern A/S expects to have the final bids and prices so that the results can be included in the Danish parliament’s work on the Construction Act, which is expected to be to be discussed towards the end of 2014.
”These are large and experienced enterprises from many countries, including Denmark and Germany, that make up the consortia. I’m convinced that we have some of the world’s most experienced firms and it is, of course, a milestone for us that we can prequalify them all to take part in the tender process. This is a very important step in the realisation of the Fehmarnbelt project,” says Steen Lykke.
The firms in the nine contracting consortia come from Denmark, Germany, Italy, Spain, the Netherlands, Belgium, France and South Korea. Firms from the UK and the USA are also linked to some of the nine groups.
